Ensuring Access to Information and Expertise Concerning EU funding


A program component implemented by The Civil Society Development Foundation-NROS

This operational program focused on ensuring systematic and updated access to relevant information, preparing lecturers and consultants and developing various means in order to increase the ability of Czech NGOs to obtain financial support from the EU and enter into European networks of non-profit organizations.

Numerous activities were accomplished to smooth the adaptation of Czech NGOs to the upcoming EU accession. In the first stage, the program focused on providing practical assistance regarding the EU funding and practices. Among others,

  • 210 NGO representatives were trained in issues related to the Structural Funds.
  • The publication "NGO Guide to EU Funds" (published in 2003 and updated in 2005) has become a popular at-hand source for potential applicants.
  • A study trip to Brussels provided 40 NGO representatives with direct experience with EU structures. Consequently, a report was developed to serve as background material for trainers and consultants. A follow-up seminar produced a document outlining "a map and strategy" for future steps of Czech NGOs regarding the EU.
  • The web portal "EU Gate" has been acknowledged as a comprehensive information source not only by NGOs, but also by public administrations and foreign institutions. It has become an official part of the Structural Fund Informational System.
  • A study about partnerships between NGOs and public administrations was published. It has become an acknowledged reference material about the current state of implementation of the European concept of partnerships.
  • With the assistance of the program manager, several Czech NGOs and associations joined European networks.

After accomplishing these practical tasks, the program activities have increasingly focused on policy issues:

  • The selection process of NGO representatives to Monitoring Committees. Due to its clarity and transparency, the case study on this process has been included into the brochure describing best practices regarding preparations for Structural Funds in Central Europe. (The publication was produced by The European Environmental Bureau.)
  • Participation of Czech NGO representatives in the European Economic and Social Committee-EESC meetings and EESC work.
  • The framework methodology for NGO participation in preparing key EU strategic documents was drafted and passed to the Government Council for NGOs.
  • A nationwide project focused on civil society debates on the future of the European Union and the European Constitution took place in several regions, and concluded with a final conference.
